  • Energy efficiency upgrades to public lighting(CLASSIC) https://www.classicledlight.com/ systems are an easy way to improve public services while providing long-term cost savings to municipalities. The project involved the retrofitting of existing streetlights with energy-saving lamps and fixtures, as well as automatic control of performance and energy use. Energy service companies can implement and manage these renovations for municipalities. However, municipal debt restrictions are often postponed. Bank financing for energy service companies (rather than municipalities) is a widely accepted model that allows private capital to enter the sector and provide immediate modernization of public lighting systems. Since the energy service company charges a service fee from the municipality based on the amount of energy savings achieved, the municipal cost is extremely low or does not increase. What are the key issues? Credit risk: Is FI satisfied with the credit risk of the municipality? Is there an ESCO credit risk? With the type of project? Municipal debt ceiling and solvency: Does the municipality use commercial financing? Do they install basic equipment and only strive to maintain the existing service level (related inefficiency)? Are they trying to fund equipment upgrades? Are they trustworthy? Did they reach the debt ceiling? Customer Capabilities: Is the project capital intensive? Can local technical expertise be used to assess energy savings? Do you need to raise public/government awareness? Monitoring and evaluation: How well does FI understand energy-saving transactions? Do you need technical assistance for in-house training and institutional capacity building to implement such loans? How does FI monitor and process the components of this loan to customers?
